VHB Supports Housing Access in Raleigh with Birch and Branch Apartments

180 affordable units will help meet the City’s housing needs.

VHB is helping to bring affordable housing to Southeast Raleigh with the new Birch and Branch Apartments under construction, which will provide 180 affordable housing units to residents. Developed by Oppidan Investment Company, the project addresses the growing demand for affordable rental options nationwide. VHB’s involvement addressed critical environmental and infrastructure challenges, including schematic site planning and construction drawings to meet North Carolina Housing Finance Agency (NCHFA) requirements.

“As Raleigh continues to experience economic and population growth, projects like Birch and Branch Apartments play a critical role in providing housing options that are affordable,” said Charlie Townsend, PE, Project Manager. “The project’s proximity to jobs, restaurants, grocery stores, and recreation opportunities will help foster a strong sense of community.”

Located at 3499 Middle Branch Road, the property is adjacent to I-440 and conveniently located to four GoRaleigh bus stops, Worthdale Park and trails, and the Walnut Creek Shopping Center anchored by Food Lion. The development will feature eight three-story buildings with one-, two-, and three-bedroom units, 254 surface parking spaces, a clubhouse, fitness room, business center, playground, and picnic shelter. Connection to downtown Raleigh and surrounding areas provide residents with enhanced mobility and connectivity.

“Affordable housing continues to be one of the most pressing challenges nationwide, and Raleigh is no exception,” said Noah Wagner, Oppidan Vice President of Development. “Through collaboration with VHB and local partners, we are expanding access to safe, high-quality homes like Birch and Branch Apartments, reinforcing our commitment to community-driven housing solutions.”

Funding for the project includes low-income housing tax credits from the NCHFA, along with tax-exempt bonds issued by the Raleigh Housing Authority. The rental units will be offered at varying affordability levels, providing housing options for residents with a range of financial situations. Construction is scheduled to be complete in March 2026.
