VHB has welcomed Josh Duckwall, CEM, LEED AP, as Director of Energy Planning within the firm’s Energy Evolution Practice, strengthening VHB’s capacity to support clients as they plan, evaluate, and implement energy solutions that align with long-term infrastructure, investment, and sustainability goals.
Across transportation, real estate, institutional, utility, and public-sector markets, organizations are making critical decisions about how and where to invest in energy systems—balancing reliability, electrification, resiliency, and financial performance. In his role, Josh will help clients move from high-level energy goals to actionable strategies that consider onsite generation, storage, grid interaction, and implementation pathways across the full project lifecycle.
Josh brings 24 years of hands-on experience with the kinds of decisions clients are facing now. He has led carbon neutrality and renewable energy plans for cities, designed battery storage and vehicle electrification programs for utilities, secured federal IIJA and IRA funding for state energy offices, and served as a retained energy consultant for clients including MARTA and Delaware Electric Cooperative. His work on energy and sustainability spans nationwide from utilities and municipalities to transit agencies and airports, with a particular focus on translating policy and funding environments to inform investment decisions tied to long-term performance and risk.
At VHB, Josh will focus on advancing energy planning and advisory services, helping shape offerings that connect strategy, technical analysis, and delivery. He will collaborate across disciplines to support clients from early planning through implementation, while strengthening relationships with public agencies, utilities, and partners that are central to advancing energy transition priorities.

Josh holds certifications including Certified Energy Manager (CEM), LEED Accredited Professional (LEED AP), Licensed Commercial and Residential General Contractor (GC), EPA-Universal (EPA-U), and Certified Renewable Energy Professional (REP).
