Mill Creek Road Rebuild Restores Access After Flooding Damage

Resilient roadway to reconnect community and safeguard coastal infrastructure.

Mill Creek Road in Head of the Harbor, Long Island, is undergoing a critical reconstruction effort after severe flooding and the collapse of the Grist Mill Dam in August 2024 caused serious erosion. Approximately 160 feet of roadway was washed away, cutting off access to several private residences and isolating portions of the local community. To support rapid recovery, the Ward Melville Heritage Organization partnered with VHB to design a temporary roadway solution that restored access while addressing long-term environmental and infrastructure resilience.

To deliver both immediate and lasting benefits, VHB developed an integrated design strategy that includes site surveying, stream hydraulic analysis, and the design of a temporary retaining wall and rock armor revetment. These measures are aimed at mitigating further erosion and stabilizing the stream bank to protect surrounding infrastructure. The team also incorporated strategic regrading of the creek channel to reestablish its natural alignment—improving flow capacity and reducing the risk of further damage.

Given its proximity to environmentally sensitive features, including a tidal basin and a historic mill listed on the National Register of Historic Places, environmental sensitivity was a key priority throughout. VHB coordinated closely with the New York State Department of Environmental Conservation (NYSDEC), the U.S. Army Corps of Engineers (USACE), and the New York State Department of State (NYSDOS) to secure emergency authorization and expedite review processes without compromising environmental protection.

Now open, the rebuilt roadway will provide a safe, stable route for residents and first responders, reinforce the surrounding landscape, and serve as an important step toward broader recovery efforts in Head of the Harbor.
